First you cancel a contract that tries to help the agency understand why its employees do things they way they do - and correct ineffective behavior - saying that the effort is not needed. Then, a few months later, you go get another (new) contractor to do the same thing. And so on, and so on ... Meanwhile people are thinking back to FBC, TQM, ISO 9000 ...
