Hey US Congress...Make up your mind. Either keep that flying death trap flying and provide adequate funding or scrap it! Either get behind a new manned launch system and provide adequate funding or scrap that and don't whine when the US COngress can't make up it's mind and use or don;t use Soyuz since NASA had been budgeted in fits and starts.
