The language in a continuing resolution is vague, it merely mentions the changes made to previous laws already passed. In Division A, section 125 you will see the following statement:
SEC. 125. Section 7(1)(B) of Public Law 106-178 (50 U.S.C. 1701 note) is amended by striking `January 1, 2012' and inserting `July 1, 2016'.
This statement modifies a previous law to extend the waiver to 2016.

So this means we can buy BOTH Soyuz (rides) AND Progress cargo vehicle services?
The Senate version of the waiver EXCLUDED the Progress cargo vehicles. Yet, the President has apparently signed into law the House version. Did this get ironed out in committee, or did it just get snuck by? In other words, does the waiver apply to both Soyuz and Progress?

According to the bill text on gop.gov, "the National Aeronautics and Space Administration (NASA) is provided $30 million for disaster mitigation and restoration of NASA owned properties that were damaged during the 2008 natural disasters."
I do not see any other language about NASA nor about a waiver that seems relevant to NASA....?? I thought that NASA was no longer part of the HUD/VA appropriation anyway.
