Flip Flopping by Nelson on COTS-D?

Is Sen. Bill Nelson flip-flopping on NASA's COTS-D space program?

"... Well, in case you assume that this exchange means that Sen. Nelson has become a champion of COTS D as a possible way to generate more Space Coast jobs and help fill the gap between the end of the space shuttle program next year and whenever the next rocket program is ready, think again. In comments to several space boosters over the last two days, Nelson has made it clear that he is not necessarily supporting COTS D. Here is what he told the Orlando Sentinel on Wednesday during a visit to Kennedy Space Center: "Whatever you heard, I want to make sure you understand I wasn't specifically pushing COTS D. What I was pushing was launch complex 36 [at Cape Canaveral Air Force Station]. ... COTS D first off is a human-rated program and that has not been sanctioned by NASA yet."

We're not going to become a space fairing nation until transportation is off the shelf. COTS-D is absolutely a step in the right direction and NASA should be forced to embrace it.

It's hard to develop the hardware necessary to provide the NASA a commercial service when everyone knows that NASA is working on their own hardware which could also do the job. What investor wants to compete against the government, especially when politicians like Nelson are making public statements like this?

Hmmm... Nelson not necessarily supporting COTS-D? Could it be that COTS-D would be doing the the same job that as an Obama administration Orion CEV. Does Sen. Nelson know something we don't?

With lunar plans on the shelf, ferrying crews to the ISS would become America's defacto human spaceflight program. Obviously, NASA would not want to "contract out" that.

COTS-D only works if NASA has someplace else to go other than LEO.

If this is true, then I feel that some type of congressional action should be taken against NASA.

Hopefully after Mr. Bolden takes his position as administrator, this $150 million can be used as originally intended.

What is NASA waiting for? Soon our country will lose its ability to send people to space and yet we drag our feet in funding COTS D.

I'm beginning to wonder if our country really want a vibrant manned space program, or if all we really want is a jobs program.

Ding!!! Ding!!! Ding!!! Ding!!! Yes that's right it's a jobs program! And for getting todays question right our contestant gets a nice multi-billion dollar SYMBOL of American Greatness (tm) to admire as it sits on the pad and sometimes even flies. Someday at least.

Well, I guess my doubts were founded after all. I may have gotten carried away with overt enthusiasm about Sen. Nelson. I naively thought that he may help uphold the law as it is written for NASA to support commercial endeavors. Very disenchanting.

As to Scolese comments (see http://www.spacepolitics.com/2009/05/29/sometimes-cots-d-isnt-cots-d/comment-page-1/#comment-245270), very sad too. It may take multiples of $150M to actually get a human-rated vehicle per NASA’s guidelines, but how many multiples until the cost of Ares/Orion? Especially if the eventual sole purpose of Constellation is go to LEO.

If the leadership cannot get to the realization that it may take awhile but, if there is will, Private space will make it happen with whatever funds they have. If it so happens then NASA’s exploration, especially if limited to LEO, will become irrelevant and obsolete. Then said leadership can go cry to Congress to get any money to do anything that makes sense!
