MSFC Procurement Doesn't Understand what "Open Source" Means

NASA Solicitation: Open Source Software to Support Projects at MSFC

"Arcata Associates Inc. plans to issue a Sole Source Request for Quote (RFQ) for Open Source Software to be used at Marshall Space Flight Center (MSFC)."

The solicitation focuses on A-RTP protocol Stack XP. You can get it for free here and here. What the solicitation is really after is support and training - not the software.

Interesting play on words, but clearly it is the editor that does not understand what "open source" means. Opens source merely refers to the availability of the end product source materials (i.e. source code) and not the procurement model.

OmegaPoint - Clearly, and this time quite clearly, it is you who does not understand the concept of irony when it stares you in the face.

Well, open source can be both a licensing model and a development model... procuring a chunk of software that is licensed under a generous licensing model (so that the developer doesn't keep exclusive rights to the source, etc.) is not by itself a bad thing.
