Ahh curious title. As an engineer myself I've seen where the term "engineering" is used erroneously as if to say "technical, without consideration of costs, now or in the future, and without a view of advancing an industry, but just how you'd do it if you had a blank check in an alternate reality". The way the word "engineering" seems so forced into the title is almost dis-inviting anyone who would want to think broadly about goals for the industry, what is needed including cost, and how to balance it all.
Or maybe I just need my coffee before I get all grumpy.
