Dear ERT Project Manager and/or Research Advisor

As you well know, this is the time for developing the Statements of Work (SOW) for the ERT Cooperative Agreements (or Inter Agency Agreements) for the ERT projects for FY99.

You have probably heard that the Space Station Program managers are in Russia negotiating a new Assembly Sequence (Rev E). The Rev E sequence being negotiated only covers the period through Flight 7A. However, I have received instructions from the Station Payload manager to build the ERT program schedules assuming a slip of about 7 months. In further discussions with Station managers I have found out that the probable slips to the ERT flights are as follows:

ACESE manifested on Flight 13A from 6/2001 to 3/2002 a slip of 9 months
ODC manifested on Flight UF4 from 5/2002 to 11/2002 a slip of 6 months
PET (not manifested) on Flight 2JA from 6/2002 to 1/2003 a slip of 7 months
FLEX and MADE (not manifested) on Flight UF6 from 9/2003 to 6/2004 a slip of 9 months

As you also probably know, to cover the Russian economic situation, the SSPO is also going to provide Russia with about $660M over the next four years. There will be a $60M payoff by the end of this month, and then 4 yearly installments of $150M. Furthermore, Code M management has decided that the entire FY99 installment ($150M) will come out of the FY99 Research Programs. As a result, the ERT Research Program FY99 budget mark has been reduced substantially. I have made, with the approval of the SSPO Payloads Office, some decisions that are critical to each of the projects. I understand that some of you will be upset at this latest budget and I understand. I want to state that the ERT program has received a relatively minor cut in funding when compared with some of the other ISS research programs.

So, as we approach October 1st, please send me an SOW that will be commensurate with the work that can be done with the following budget marks for FY99.
